Depends on definition of „double tuba“ and I do not know what the overall definition for tuba is. But for french horns it is clear, and that should/could also apply to tuba. Any combination of 2 pitches in one instrument, usually F (same length as an F tuba) and Bb, would be called a double (french) ...
