What’s to stop someone from renting some heated warehouse for two or three days in a free state, building a plywood stage, renting a piano, having some displays, and partitioning off a room for some people who want to chat or lecture about tuba stuff?

There’s 3 army bands, 2 big ones, within 50 miles. One of these bands is getting cancelled. Cancelling the community outreach/recruiting events is usually the 1st step.

Very different missions.

The Field Band is at risk only because being on the road 6 months of the year isn't feasible right now, but it will be eventually. I'm not even sure they've traveled since this all started, but given what I've seen of procurement cycles the idea of downsizing them is 2-3 years away at the earliest. Pershing's Own, both the Concert Band and the Ceremonial units (plus all the secondary ensembles) are as safe as safe can be.

The Euphonium-Tuba Workshop, well, that's been rumored to be on the cutting block for a while now. I think you'll see it combined with the Trombone Workshop sooner than later, forming a Low Brass Workshop. There's a lot of fatigue with running these and the inability to bring in the performers they were once able to bring in isn't going to improve any time soon.
