Has anyone tried this tuning/performance aid on tuba. A little pricey for
a small piece of metal and a couple of hair bands, but does it really work?

It is 100% snake oil. Do not buy it. We used to make fun of it here all the time, along with other items designed to relieve musicians of their money.

I asked years ago, not sure how much of that discussion survived the purge.

I saw these on display at Midwest later and a tuba player endorsing artist had one on his fourth slide. Sometimes exhibitors will take a credit card/driver's license to test their products on the floor. Not so in this case

I've heard a lot of people play really well without it.

I've, in fact, heard some of the artists on their website play really well without it. So I am sure that they sound just as good with it. I note they provide no videos of back-to-back excerpts of their artists with and without their magic widget.

I was at a masterclass once when the instructor reminisced about a competitor to the BERP that he and some colleagues thought up: the Forced Air Resistance Tube.

I would buy that.
