The owner tells me that I re-lacquered this a long time ago.
I can see that it has been re-lacquered, and the lacquer has held up very well.
The valves are fine, and the #1 and #3 trigger mechanisms work great.
For you trumpet players who double on tuba (or the other way around) here's something very cool in very good condition...neither cheap/beat-up/nearly-hopeless NOR mint/original-lacquer/ridiculously-priced.

Don't worry about "making me go to the trouble"...That's what I do.

I had one of these and they are something of a cult item.....both triggers are "pull" instead of one pull and one push. Great for smaller hands.

If some who who may perhaps be in your 60s or 70s (etc.), and have a friend or two in your community band who are always talking about Olds trumpets - or their own Olds “Recording” model or Olds “Super” model trumpet, I would you appreciate telling them about this Mendez. It’s not the cheapest most beat up one they would ever find, but it’s also not the most expensive never-refinished/mint one that they would find either. It’s a good solid instrument (mechanically close to new) that’s beautiful.

That makes SO much more sense. Apart from me not reading well, I'm used to people here writing about how this or that tuba is suitable or not suitable for an orchestra or a large band or a quintet or whatever.
Have to admit I'm pretty tempted by this, though.
