The easiest way is to use the attachment upload that is below the typing section when you create a post. The pic does have to 200kb or less

You can always park the photo in some other accessible place on the Internet and then link to it using image tags.

200 KB is actually a pretty large photo, I think most of mine that I post are 800x1200 which is certainly enough for a forum like this

I upload mine to https://imgbb.com/ and it gives me some links to post here. Nice and easy, and none of that 200kB or resizing nonsense.

I usually use imgur.com
There's NO program to download, NO registration requirement, NO learning curve.
I go there, click on "NEW POST" (top left corner - green box), then go to the grey box (on the right), click on "Choose Photo/Video", pick out the picture from my computer (clickity-click), and - once the picture is displayed on their website - RATHER THAN DOING WHAT THEY WANT ME TO DO, I RIGHT-CLICK the picture, click on "Copy Image Link", PASTE that link into my post, and then put immediately after the url (NO SPACES).
JUST MAKE CERTAIN that you're not trying to upload some absurdly gigantic high-resolution picture that's going to overwhelm everyone's phone display or computer screen... You probably want to keep the picture size down to 1500 or so pixel width (??).
I only use tubaforum's own hosting capabilities for (as Mark said) really small stuff.
ALSO...if a picture is ALREADY hosted, you can just right-click it, get it's URL, paste it here, and do the brackets-thing.

You can also easily resize Imgur images by putting a lowercase L at the end of the file name, right before the .jpg suffix:
