To me, "needs oiling" means that things don't move freely enough.

Sometimes "needs oiling" means "noisy/loose/worn" to sellers...

...??

likely somewhere in between a baritone, tenor horn, and small tuba, as it plays in the key of Bb but is smaller than the typical tuba or baritone.
10½" bell, 30" tall - looks to me within the euphonium range. Final bell diameter a little small, but maybe more gradual taper.

Herford, a town in North Rhine-Westphalia... I'm guessing that's what the "w" is for in i/w... but not sure what the "i" is for.
