A bit puzzling to me. I thought the Fletcher cut was done to 19" bell B&H tubas -- I seem to remember reading that B&H, in designing the 19" bell Imperial, kept the same bugle but just added the 19" bell to replace the 15" one, which made the horn play flat. John Fletcher advocated for trimming a few inches off some of the inner bows to get the tubas to play up to pitch.

but, this tuba is a 15" bell and should play up to pitch. Maybe 'twas a bit flat and someone trimmed it regardless.
