That is a goofy wrap. It is almost like someone described a sousa to Besson and they made it without every looking at one.
As amateur as they come...I know just enough to be dangerous.

And still used the top action valve block they already were tooled up for (ala Kanstul).
Some old Yorks, Martins, and perhaps a King rotary valved CC
