Leadership matters. FEMA is intended for American citizens with overwhelming emergencies.
Just as with the education system with teachers who try to do the best they can under poor leadership, FEMA workers struggle with the same thing, just as do people who are employed by private corporations.

I can't verify it as I am in a low-level position, but I asked a supervisor about it. He didn't know about it. Government is so big and complex that tasks have to be compartmentalized and then the left hand doesn't know what the right hand is doing. I do know that more staff that does processing for applications have been directed to North Carolina cases for now.

This so SO true. It is quite discouraging to have your work disparaged as a result of foolish leaders. It applies to police and military as well. The opposite can also happen where a clunker employee can ruin the reputation of a worthy organization. I just focus on what I have control over and do what I can. As free citizens, we can do a lot to change things.
