Tampa CL: Rotary 3/4 tuba

Inexpensive. I don't recognize the maker's mark, but the fact that there's a thigh-cutter on the bottom implies to me that it's a European horn.

I totally remember a discussion about that mark on the old board. But I don't remember the answer!

It's an old 4/4 Leningrad. Those symbols were usually followed by a number which was the actual selling price. According to Stas in Moscow.
