Interesting horn. Can anyone identify the purpose of the butterfly or plate attached just outside the fourth valve in the first pic?

Do you mean the spit valve?
Or is there something else that I'm not seeing?

It’s the spit valve. For some reason my brain didn’t see the outlet, just the lever.
