Looks like patches on the bell throat and possibly on the rim, but...

I think the rim of the bell is clear tubing that overlaps.

I think the pieces on the bell are weights to dampen the bell a bit.

I think this is an EXCELLENT price on this horn if it's mechanically sound and not a golf ball on the back of the horn.
