I had to puzzle over this one for a while and eventually reached this hypothesis: this looks like a 5v double bell euphonium from which someone removed the second bell and all associated tubing, and affixed the switch valve so that it always stays on the "airflow towards big bell" position. Thoughts?
edit: OR it's just hopelessly boogered, to borrow a term.

If it offers a usable scale and the pistons aren't worn out, someone could pick up an old bell-front E flat something or other and put it back the way it was, I suppose.

I think that you're right on the money. The fifth valve stem was removed an the valve is always in the "up" position.
And bloke's right, too. They probably originally just used Eb alto parts made to fit.
