Yeah, i remember noticing this, and getting extra excited 'cause first picture angle looked like a raincatcher. I think i lost posting activation energy when i figured that out.
I think it is just an Eb? An perhaps a european import?
Pretty cool, just i am far away...

Quite hard to tell with the proportions but I think you may be right -- it reminded me of one of those Indian sousaphone things in (single) Bb, but this one has a fair bit more active tubing as opposed to the big shoulder brace that those use, so it may be in Eb.

Yeah, the little under loop for the 3rd valve circuit is something which, had i saw that angle first, likely woulda jumped at the Indian instrument conclusion.
The two elements that make me extra curious about it is the fin and the quick bend style active tube to hold the bell up.
But yeah, i'm far away, and lazy, and there are at this point a number if fantastic lookin' tubas on this forum i done expressed interest on, just about as far away, and ain't followed up yet.
So first things first...
