Putzing around in horn-u-copia, there is a maker R.S Williams in Toronto listed.

The relevant points in the entry are:
1917 they are Boosey representatives and have stores in Winnipeg, Calgary, Montreal & Toronto; Williams brand band instruments are models ‘Special’, ‘Artist Class A’, & ‘Class B’; probably all made by B&F in Austria
1921 they are selling both Boosey and Conn band instruments with their store and head office at #145 Yonge St., Toronto
The valve set strikes me as European, having all the ports on one side. But if they sold Conn, Buescher isn't such a stretch of the imagination.

The horn-u-copia pictures of B&F sousas and helicons doesn't really help... Though i think that is the first time i've seen a picture of a rotary sousaphone!

I agree though, it does look interesting.
