Anyone know what this is?

May say "France" on the receiver, and may say "Symphony" on the bell engraving. Otherwise... no info to go off of.

It is a typical french "Saxhorn Tenor" from 1900-1910. There were a lot of manufacturers which preferred to stay nameless on their products... I have an Saxhorn Alto from this period with the engraving "la jolie" (the funny one)!
Yours is built with the "doigte ministerielle", which means two whole step third valve. The government tried to influence the fingering back then! Standard layout was called "doigte ancien" = ancient fingering...

And here I thought it was just some old tuba that had shrunk and changed color after being left out it in rain ,making the use of a tuba stretcher a requirement for making it playable again.

I sold one of these (in much better condition) several months ago. The bell was engraved with "Symphony," and it was a French Eb tuba from roughly a century ago that actually played pretty respectably. If the valves/slides/body joints are not leaking, they play well-enough.
