I’m pretty sure it’s a B&S 101 now based on that photo and the braces and trim.
Probably a nice playing horn.

B&S/VMI 101
The term "detachable barrel" has me worried. There is nothing on that tuba that should be detachable, and WTH is a tuba barrel?

If she's a clarinet player, the barrel would be the receiver. Who hasn't wanted a detachable receiver?

If that's a B&S 101, seems like it's in pretty good shape, and would be a nice playing tuba. What's a good offer for that? $600?

I'd probably start with an offer in the $1200 range, and then go from there. The ones I see for sale range from $1000 if it's in okay shape to over $3500 if it's in good/great shape.
Update: I went back to check on a few recent ones, and they're going for less, but they were in superficially worse condition.

If all of the mechanicals work, the valves and slides work well and do not leak, the bell flare is solid *and* there are no holes or cracks in the bugle, I would happily buy that horn if I wanted a 4/4 BBb rotary valved tuba; these are consistently solid players.
HOWEVER, this likely will need a good deal of valve work and may have hidden issues.
I think I would offer to drive out to give the horn a good once-ver and a play-test. I would expect to pay no less than $1,000 for this tuba if you really like it and if you can point out actual flaws that will cost you money to have repaired. I think that $1,500 would be my max offer if it is in outstanding condition.
I would also offer $20 extra to have them bury that case in a deep hole at some undisclosed location.

The case is great. No one will ever walk off with your tuba, by accident or even on purpose.

Look at this tuba's great condition! The case is clearly very good protection.
