My 50 year old tuba looks like this, mostly. Aren’t they supposed to?
I'm not sure I agree - given the era, and the exterior condition, that price "feels" pretty close to me. Worst it will need is a good cleaning.

From what I understand, Bloke did the lead pipe and vented the valves on it some time ago along with a cleaning..
